It is envisaged to establish Strategy Development Departments in order to fulfill the duties specified in "Articles 9 and 60 of the Public Financial Management and Control Law No. 5018" and in addition to this article, "Article 15, subparagraph (c) of the Law on Amendments to the Public Financial Management and Control Law No. 5436 and Certain Laws and Legislative Decrees".

The organizational structures of the specified units and their activities are specified in the provisions of the “Regulation on the Working Principles and Procedures of Strategy Development Units” numbered 2006/9972, published in the Official Gazette numbered 26084 on 26.05.2006.

The Budget Department, which was affiliated with the Ministry of Finance at our university, was closed as of 31.12.2005 and the Strategy Development Department was established to be operational as of 01.01.2006, and the budget staff was expected to work temporarily until 31.12.2006.

The Ministry of Finance personnel working at our university left their posts as of 01.05.2006 and started to work at the Zonguldak Revenue Office. Accounting, financial and other non-financial services started to be carried out by our university personnel as of this date.
